Up to now, these businesses owe Ba Ria-Vung Tau province more than 326 billion VND in land rent.

In 1996, the People's Committee of Ba Ria-Vung Tau province assigned Ba Ria-Vung Tau Construction Investment Company (now a 100% state-owned enterprise) as the investor to build Thuy Van beach. , Vung Tau City. 

The project has a total length of the whole Thuy Van route of 3 km (from Phan Chu Trinh street to the fence of Paradise tourist area - Nguyen An Ninh street) with an area of ​​​​more than 28 hectares of land. The goal of the project is to restore order and environmental sanitation for the beach, increase tourism business, achieve high economic efficiency, in line with the long-term planning of a civilized and polite coastal city. , modern…




According to the policy of the People's Committee of Ba Ria-Vung Tau province, the state leased land to Ba Ria-Vung Tau wastewater treatment company. 

The company will pay the land rent to the state, and the state (the owner of the land rent) will record the revenue and expenditure (return to the company that money in the form of the state allocating capital to the state-owned enterprises) to combined with the additional capital raised by the company to build the infrastructure of Thuy Van beach.



However, in reality, this policy was not implemented, the state used the provincial budget capital to invest in infrastructure, clear compensation at Thuy Van beach, with a total settlement value of over 122 billion (most of the projects were completed and settled before 2002).


After the state invested in infrastructure at Thuy Van beach, Ba Ria-Vung Tau wastewater treatment company let many businesses rent out the premises to invest in tourism. 

From 1997 to 2005 (when it was still a 100% state-owned enterprise), Ba Ria-Vung Tau Investment and Development Company divided more than 28 hectares of land for Vung Tau Tourism Company (now Ba Ria-Vung Tau Tourism Joint Stock Company). -Vung Tau), Vietnam Oil and Gas Travel Service Company, Hung Hai Company, DIC Tourism and Trade Joint Stock Company... 

Leased for tourism business but have not signed land lease, infrastructure lease, not paid. land rental for Ba Ria-Vung Tau wastewater treatment company, with a total amount of more than 16.4 billion dong.
